One of today’s most successful portmanteau terms, as the sociologists call them, is un-doubtedly the principle of « subsidiarity » – a wordthat is now used for ail manner of things, but above ail in every discussion, wbether European or national, of the future of our institutions and the redistribution of competences among different levels of public administration.
